OpenAI: Industrial Policy for the Intelligence Age
OpenAI has released a slate of people-first policy ideas designed to address the challenges of the superintelligence era. These proposals aim to expand opportunity, share prosperity, and build resilient institutions—ensuring that advanced AI benefits everyone.

As we move toward superintelligence, incremental policy updates won’t be enough. OpenAI offers these ambitious but exploratory ideas as a starting point for discussion, inviting others to build on, refine, challenge, or choose among them through the democratic process.
Sustaining Momentum
To help sustain momentum, OpenAI is taking the following actions:
- Collecting feedback through newindustrialpolicy@openai.com
- Establishing a pilot program of fellowships and research grants up to $100,000 and up to $1 million in API credits
- Convening discussions at the new OpenAI Workshop opening in May in Washington, DC
